Visit to Djibouti for the Opening Ceremony of the New AL-SHIFA Hospital

- Reflections on Healthcare Development in Africa and the Value of International Standards -

I recently had the honor of attending the opening ceremony of the newly established AL-SHIFA Hospital in the Republic of Djibouti. My invitation came through a long-standing connection — the medical corporation I once belonged to supported the early phase of this hospital development project. Being able to witness this milestone once again filled me with deep gratitude.

A Vision from 2015–2019 Finally Takes Shape

From 2015 to 2019, I had the opportunity to support AL-SHIFA Hospital in designing its business model and developing its foundational operational plans.

Although our involvement concluded midway, the project was subsequently taken over by a French project management team, who successfully led it to completion. Seeing the hospital now standing in its fully realized form was profoundly moving.

The completed hospital features:

• Over 200 beds

• A design that allows for future expansion

• Physicians who have completed overseas training and already begun providing clinical care

• Advanced medical equipment, including MRI, CT, and radiation therapy systems

Its infrastructure positions it as a high-standard medical institution, even within the African region.

What Drives Sustainable Growth: Building Strong Systems

While the hospital’s physical infrastructure is impressive, long-term growth requires strengthening essential operational systems, such as:

• Ongoing development of medical professionals

• Establishment of a robust patient-safety framework

• Standardization of workflows and clinical operations

• Cultivation of a stable and safety-oriented organizational culture

In these areas, JCI (Joint Commission International) accreditation can play a significant role.

More than simply a “global certification,” JCI provides an integrated framework for quality improvement, patient safety, organizational governance, staff training, and continuous improvement cycles.

Implementing JCI principles can contribute to:

• Safer and more reliable medical care

• A foundation for organizational consistency

• A culture of accountability and learning

• Greater international trust and credibility

I sincerely hope that AL-SHIFA Hospital will grow into a leading healthcare institution not only in Djibouti, but also across East Africa.

Drawing from my experience in JCI accreditation, healthcare management, and quality & safety improvement, I am committed to contributing — in any way possible — to the advancement of healthcare in Africa.

Participation à la cérémonie d’inauguration du nouvel hôpital AL-SHIFA en République de Djibouti

- Réflexions sur le développement hospitalier en Afrique et la valeur des standards internationaux -

J’ai récemment eu l’honneur d’être invité à la cérémonie d’inauguration du nouvel hôpital AL-SHIFA en République de Djibouti.

Cette invitation m’a été adressée grâce au lien de longue date avec l’organisation médicale à laquelle j’appartenais auparavant et qui avait soutenu les premières phases de ce projet hospitalier.

Revenir sur place et assister à ce moment charnière a été pour moi une expérience profondément émouvante et empreinte de gratitude.

Un projet amorcé entre 2015 et 2019 qui prend aujourd’hui forme

De 2015 à 2019, j’ai eu l’occasion de contribuer à la définition du modèle économique de l’hôpital et à l’élaboration de son plan opérationnel initial.

Par la suite, la gestion de projet a été confiée à une société française, qui a mené à bien le développement jusqu’à son aboutissement actuel.

Voir de mes propres yeux l’établissement achevé — moderne, fonctionnel et conçu pour évoluer — fut pour moi un moment chargé d’émotion.

L’hôpital aujourd’hui comprend :

• Plus de 200 lits, avec une conception permettant des extensions futures

• Des médecins formés à l’étranger ayant déjà repris leurs activités cliniques

• Des équipements médicaux de pointe : IRM, scanner, radiothérapie, entre autres

L’infrastructure en place positionne clairement l’hôpital AL-SHIFA comme un établissement de référence potentiel dans la région.

Au-delà de l’infrastructure : les fondations d’une croissance durable

Si l’infrastructure matérielle constitue un socle solide, la croissance durable d’un hôpital repose également sur le renforcement de plusieurs dimensions fondamentales :

• Développement continu des compétences médicales

• Mise en place d’un système rigoureux de sécurité des soins

• Standardisation des processus cliniques et opérationnels

• Création d’une culture organisationnelle stable et orientée qualité

Dans ces domaines, l’adoption des standards internationaux tels que JCI (Joint Commission International) peut jouer un rôle déterminant.

JCI n’est pas seulement une accréditation, mais un cadre structurant qui englobe la qualité des soins, la sécurité des patients, la gouvernance, la formation du personnel, et l’amélioration continue.

Ces standards permettent notamment :

• D’améliorer la sécurité et de réduire les risques

• D’assurer une qualité constante des soins

• D’asseoir une culture professionnelle et responsable

• D’accroître la confiance des patients, tant au niveau national qu’international

Je souhaite sincèrement que l’hôpital AL-SHIFA devienne l’un des établissements de santé de référence, non seulement à Djibouti, mais aussi dans toute la région africaine.

Fort de mon expérience en accréditation JCI, management hospitalier, sécurité et qualité des soins, je suis prêt à contribuer — chaque fois que l’occasion se présentera — au développement du système de santé en Afrique.

À la suite de cette visite, j’ai eu l’honneur d’être nommé membre du Conseil consultatif (Advisory Board) de l’hôpital AL-SHIFA.

Je suis profondément reconnaissant de pouvoir contribuer au développement du système de santé en République de Djibouti.

En m’appuyant sur mon expérience en gestion hospitalière, ainsi qu’en amélioration de la qualité et de la sécurité des soins et en coopération médicale internationale, je souhaite apporter ma contribution au développement durable de l’hôpital.
